In July 2003 a report, commissioned by Keighley Pride and funded by Bradford Council, was prepared by New Horizon Ltd reviewing Keighley Town Centre Management and presenting various options for future development.
These options and a draft constitution were considered by Members of Bradford Council on 22 nd September 2004, and the formation of a formal Keighley Town Centre Association was endorsed.
A Shadow Board was formed and the previous Town Centre Management group met for the last time on 2 nd March 2005. The first KTCA Board meeting was held on 31 st March 2005, and a public launch event took place on 8 th April following extensive preparation over the previous few months.
An Action Plan for 2005-06 was ratified by the Board, which included the requirement for an extended Business Plan to be produced. This three-year Business Plan has been prepared to meet the KTCA's key objectives, which are:
- to provide a unified and value-added approach to Town Centre initiatives
- to become the leading lobby group for members and Keighley Town Centre
- to build a package of member benefits
- to make Keighley a safer and more attractive place to visit
- to mount promotional activity to attract visitors to, and build footfall in, Keighley Town Centre
Towards the end of the life of this plan the Board will examine further development options to increase the resources available to KTCA to meet these aims. Depending on the membership, funding, experience and achievement of KTCA over this period, the objective will be to establish a Limited Company and ultimately a Business Improvement District.
